In 2003 the activity of NCB was carried out in accordance with the Plan of work based on the Program of UNESCO activity during 2002-2003, regulations of the Memorandum of cooperation between the Government of the Republic of Belarus and UNESCO, and also on the Minutes of commissions of the President of the Republic of Belarus A. Lukashenko upon results of the UNESCO Director-General K. Matsuuras visit to Belarus in 2002.
In September – October 2003 the 32nd session of UNESCOs General Conference took place at Organization Headquarters in Paris.
The delegation of the Republic of Belarus was head by the Minister of Foreign Affaires S. Martynov.
The governmental delegation also included Minister of Culture L. Guliako, First Deputy Minister of Education A. Zhuk, Deputy Minister of Information L. Ananich, Chairman of the National Commission for UNESCO V. Shchasny, Head of the Main Directorate for Social and Cultural Sphere of the Council of Ministers Ye. Sivolobova.
A number of legal instruments in the fields of Culture and Sciences as well as the Programme and Budget for 2004-2005 were adopted by the 32nd session.
At the Conference Belarus was elected to the International Coordinating Council of the Programme on Man and the Biosphere (MAB) and to the Committee on Conventions and Recommendations.
Currently Belarus is Member of the of the Intergovernmental Council for the Information for All Programme.
The Belarusian delegation took part at the work of commissions on education, science, culture, communication and information.
International cooperation on creation of the ecological network in Polesie initiated by the Republic of Belarus was acknowledged as one of the priority of UNESCO activity in the field of science.
A number of other proposals of the Belarusian delegation were supported, and new spheres of cooperation between Belarus and UNESCO were determined.
The cooperation between UNESCO and Belarus remains quite effective and dynamic.
The realization with the technical, financial and expert assistance of UNESCO of a number of the projects in Belarus is a proof of such a cooperation.
The delegation of Belarus also took part in the 166, 167, 168 sessions of the Executive Council of UNESCO.
